Exempts policies purchased by certain ECPs from rate/form filing requirements. Must have premiums of more than $25K for rates, premiums of more than $50K for forms

Insurance commissioner to promulgate regulations setting out additional criteria

Regulation thresholds/requirements may differ by line/type of insurance or for rates/forms

Companies must inform ECPs of deregulated nature of policy forms

Allows for automatic export to surplus lines market

Deregulated policies may not reduce workers compensation benefits, commercial auto coverage limits, or medical liability coverage but may negotiate premiums
